Ninth Five-Year Plan
Early 2016 AD, Royal Decree No. (1/2016) was rendered approving the 9th Five Year Plan (2016 – 2020 AD.) and this plan is considered the last stage of the future Vision for Oman`s Economy (2016 – 2020 AD.) and a preliminary step towards the Future Vision (2040). This plan aims at encumbering upon what was completed under the previous Five Year Plan. Meanwhile, it aims at setting the aspects to be taken into consideration in an attempt to realize the pursued goals for Oman Vision 2020 with regard to the economic diversity and the private sector indulgence and participation in the process of Development in the Sultanate of Oman.
The 9th Five Year Plan (2016 – 2020 AD.) has set five promising sectors for participation in the Economic Diversity Process and these sectors are: the Transformational Industries, Logistics Services, Fisheries and Mining.
The 9th Five Year Plan (2016 – 2020 AD.) was prepared in light of various challenges as represented mainly in the fluctuation in the International Oil Prices, the geopolitical and regional circumstances and the young population composition that constitutes a pressing factor affecting the market of job opportunities during the years yet to come.
The 9th Five Year Plan (2016 – 2020 AD.) is marked by a fact that it came as an outcome for various societal negotiations all over 40 workshops and seminars attended by representatives from the government sector, the private sector, the civil society and youth institutions as it reflects the expectations of all strata of the Omani Society and it boosts and enhances how far its goals and pillars are viable and transparent.
The 9th Five Year Plan was based on the Descriptive and Informative Approach in terms of determining the requirements and needs of the economic, social, environmental and urban development for each of the Sultanate Governorates in an attempt to achieve the optimal utilization of the available resources and equivalent developmental levels for all governorates in the fields of education, health, social services, basic infrastructure and public and common use facilities.
The 9th Five Year Plan was primarily set to achieve the goals of the economic development by means of achieving real growth rates for the gross domestic product ( GDP ) to help maintain the Omani Citizen`s decent livelihoods and Standard of Living while generating more job opportunities, training and habilitation programs and raise the productive capacity, educational, cultural and epistemic development in Oman.
The 9th Five Year Plan seeks to boost the Sultanate of Oman Competitive advantage while creating an investment attraction environment and avail the private sector to achieve the development goals and objectives as the private sector will solely or in association in partnerships with the public sector have the opportunity for investment in many of the big projects to be solely awarded by the government in the Sultanate of Oman.
